Eligible Sites for the RLF

The site must be located in Wyoming, must be enrolled in our Voluntary Remediation Program (VRP), and must qualify as a ‘Brownfields Site’: ‘real property, the expansion, redevelopment, or reuse of which may be complicated by the presence of a hazardous substance, pollutant, or contaminant’.

Eligibility for Borrowers

• be a municipality, a nonprofit group, or a private for-profit developer;
• demonstrate credit-worthiness and ability to repay loan;
• own the property or have long-term site control;
• meet the definition of innocent land owner;
• apply for and be found eligible for enrollment in Wyoming DEQ’s VRP.
